Starting from Jan 1,2017. Osaka-fu Government will introduce a new taxation sysytem on Hotel and Ryokan accommodation with the tax rates as stated in the following:

Accommodation fee /pax/night	Tax rate
Below 10,000 Yen	FOC
Above 10,000 yen below 15,000 yen	100 yen
Above 15,000 yen below 20,000 yen	200 yen
Above 20,000 yen	300 yen

住宿費/一人/一晩	税額
10,000 Yen　以下	免費
10,000 yen 以上 15,000 yen　以下	100 yen
15,000 yen 以上 20,000 yen  以下	200 yen
20,000 yen 以上	300 yen

従2017年１月１日開始、日本大阪府将導入徴収酒店、旅館住宿税。以下為税金金額：

原則在当地住宿酒店或旅館向住宿客人徴収。
也有一小部分酒店或旅館為客人代付。
不明之処、請向酒店或旅館直設査問。

Basically tax payment will be made by accommodatio guests
at hotel in person.
Some hotels may pay the tax for guests instead.
